Strategic Plan Summary

The Port of Barcelona, heading toward the future

  • The effective fulfillment of the port’s mission and the achievement of the desired vision (generating prosperity for the Community and the Citizenry and becoming a smart port for its Clients) requires expanding the port’s service offering, increasing its Capacity, and improving its Connectivity (both maritime and land-based).
  • A plan that integrates the port’s three main dimensions: commercial port, logistics port, and city port.
  • A plan that addresses the largest investment cycle in our history in order to develop the infrastructures that will allow us to guarantee the competitiveness of the external sector and contribute to people’s well-being. 
  • A plan committed to environmental sustainability, as set out in the Energy Transition Plan, which guides us towards carbon neutrality by 2050.

Strategic positioning

Three general strategic objectives (GSO) have been defined for each of the strategic pillars (economic, environmental and social), together with the corresponding roadmap.

Economic sustainability
GSO: Achieve a sustainable financing model that enables the development of future infrastructure. Roadmap 2030: Increase the Port Authority’s cash flow by 15% compared to 2025.

Environmental sustainability
GSO: Reduce greenhouse gas emissions from port activity. Roadmap 2030: Reduce greenhouse gas emissions by 50% compared to 2017.

GSO: Strengthen the role of the Port as a driver of social and labour cohesion. Roadmap 2030: Improve the performance of the 10 main social and labour sustainability indicators by 10% compared to 2025.

Sustainable development

This vision implies consolidating the Port as a logistics hub characterised by five attributes, which define the SMART concept:

  1. Sustainable, economic, social and environmental level
  2. Multimodal hub for all kinds of means of transport
  3. Agile, flexible and fast
  4. Resilient, with the capacity to overcome the disruptions and adapt to changes
  5. Transparent to clients and society

The long-term vision is applicable to the commercial port, the logistics port, the port exterior and the Port Vell area, with an adaptation, and is in line with the United Nations Sustainable Development Goals (SDGs)

Strategic evolution of the port

The strategic planning of the Port of Barcelona began in the mid-nineteen nineties, with the preparation of the Green Book (1997). Since then, 5 more strategic plans have followed with different objectives and short-term projects, adapted to the current scenario at all times. In all plans, the mission or reason for being as a port has remained practically unchanged. But in the last edition, a step forward has been taken and the creation of well-being for the community and sustainability have been placed at the forefront.
