The project

This project consists of the comprehensive rehabilitation of the ASTA complex, comprising the main building and the annex of the Port Police, with the aim of improving its functional and energy conditions. The current services (maintenance, archive, and port police) are expected to be maintained, while a new area will be enabled for rental to concessionary companies of the Barcelona Port Authority (APB).

Specifically, the intervention includes the complete improvement of the building envelope and interior spaces, with works on façades, roofs, floors, and partitions, respecting the existing structural elements and reinforcing the foundations. High-efficiency HVAC systems with geothermal technology, air treatment units, and adaptive ventilation will be incorporated, along with a full renovation of the lighting system using LED technology and intelligent control (DALI), among others.

The main objective of this set of actions is to reduce energy consumption, improve comfort, and enhance the sustainability of the facilities.

Funding

In accordance with the “Plan for the Reduction of Energy Consumption in the General State Administration,” specific objective RSO2.1 of the Multi-Regional FEDER Programme of Spain 2021-2027 co-financed by the European Union, this project has received public funding covering 43% of eligible costs.

The Multi-Regional FEDER Programme of Spain 2021-2027, for the period 2021-2027, is divided into different Policy Objectives, which in turn include several specific objectives. Specifically, within Policy Objective 2 is Specific Objective RSO2.1, whose priority is “to promote energy efficiency and the reduction of greenhouse gas emissions,” under which the Plan for the Reduction of Energy Consumption in the General State Administration (AGE) is included.

This plan is mainly oriented towards carrying out energy rehabilitation works in existing buildings and infrastructures of the General State Administration. Each ministry submitted a list of projects meeting the requirements through the Electronic Headquarters of the Institute for Energy Diversification and Saving (IDAE). The IDAE is responsible for evaluating and monitoring the execution of the funded projects, as well as implementing any procedures and mechanisms for monitoring, management, and justification.
