Project description:

The Action B2MoS (Business to Motorways of the Sea) is part of a global project, started in 2010 by the Acció MOS4MOS, which consists of establishing a European network of integrated transport chains of Motorways of the Sea, ensuring that the best use is made of the current connections and maritime infrastructures; as well as connecting the maritime, road, and rail resources in the optimal manner.

Hence, the B2MoS Action is a set of innovative pilot actions, aimed at preparing and adapting the companies' systems to the Directive 2010/65/UE. The B2MoS Action will allow the assessment of the profitability of the future implementation of the prototypes designed for the Project; as well as the training and distribution to the port communities in several EU countries. As a result, it will be possible to draw up recommendations on transport policies and EU normalisation, and specific implementation plans of the Information Technologies tested in the Project. Furthermore, it will promote the use of IT to select the origin and destiny of the Motorways of the Sea routes.

Six Member States have joined forces to overcome the current difficulties in communication and information exchange which slow down and hinder the transport operations in multimodal supply chains. Overcoming these, will propel the development of a network of Motorways of the Sea, which will improve European cohesion as a result of the bureaucracy simplification and the decrease of intra-community trade barriers.

Objectives:

The main objectives of the Action have been:

· Promoting interoperability of electronic transport-related messages and systems.

· Improving the exchange of information of public and private organisations and encouraging their operational cooperation.

· Preparing port management systems, port community systems (PCS) and business stakeholders' systems to efficiency comply with the re¬quirements of Directive 2010/65/EU.

· Supporting the development of a TEN-T MoS network connecting North and South Europe and East and West regions in the Medite¬rranean area.

· Improving European cohesion by simplifying specific administrative procedures affecting ultra-peripheral and peripheral regions.

· Contributing to reducing barriers to intra-Community trade.

Conducted activities:

The project has been articulated in five activities:

Activity 1. Interoperability in door-to-door MoS supply chains.
Activity 2. Trade and Transport Facilitation in MoS.
Activity 3. Support to Regulation Compliance Systems in MoS .
Activity 4. Communication and Training.
Activity 5. Management and Coordination .

APB participation:

The APB has lead, within Activity 2, the following actions:

· Simplification of railway transit processes.
· Improvement of customs and port control efficiency in trade flows with neighbouring EU countries.
· Facilitating customs inspection procedures in the port area.

Some of the results achieved (1):

· 14 initiatives providing quick-win solutions have been analysed, prototyped and then piloted and publicly demonstrated.
· 5 studies on how to improve interoperability of crucial trade and transport documents.
· 147 companies consulted in activity 1.
· Support to shipping agencies and port authorities to efficiently comply with the requirements of Directive 2010/65/EU and with new National Single Windows.
· For every Euro of TEN-T co-funding received, €27.05 of net benefits will be generated.
· Payback of the investment, on average, is less than 2 years.
· More than 700 members of 25 port communities have participated in the two conferences held in Valencia and Athens.
· 7 public demonstrations of prototypes in Activity 2.
· 7 public demonstrations of pilots in Activity 3.
· 17 training seminars involving 25 port communities.
· 21€ saved per container with the prototypes improving rail shunting operations.
· 7.3M € of net benefits with 4 electronic archives pilots in Valencia and Piraeus.
· Reduction of the average waiting time that a road transport driver spends at the Border Inspection Point at least 1 hour.
· Up to 70% of SSS operations could use electronic sea-waybills.
· New pro¬totypes of Port Management Information Systems have been created, allowing port users to interact with the port authority in a simple, fast, error-free and automated fashion, reducing their workload and associated paperwork as much as possible.
· B2MoS has introduced the Virtual Lane concept, which improves the Exchange of information between the MoS terminal and the port terminal, creating a Virtual Lane, without the need to physically separate flows. This improves coordination, productivity and security in trading.
