Project - Monitoring and Operating Services for Motorways of the Sea.
The MOS4MOS project sets out to prove that the implementation of information technology (IT) on maritime trade, along with an efficient communication and e-information exchange between all agents involved, can improve and simplify multimodal Short Sea Shipping services in Motorways of the Sea. The result of the project is a safer, more effective maritime transport, better integrated in door-to-door multimodal and sustainable chains. Thus, boosting the competitiveness of Motorways of the Sea.
The Action was implemented as a pilot study and spanned 12 months. The aim was to prepare the systems of all the different agents (ports, terminals, maritime trade centres, railways, etc.) making it possible to offer integrated and intermodal services in Motorways of the Sea. The pilot actions were conducted on established Mediterranean door-to-door routes: Spain-Italy, Spain-Slovenia, Spain-Greece, Italy-Greece and Italy-Malta. These routes were considered optimal for the study, as they are mainly used for two key traffics for Motorways of the Sea: ro-ro traffic and containerised cargo. By focusing on these routes, the project was able to identify constraints, bottle necks, and difficulties which occurred when transferring the cargo from road (or railway) to sea on both types of traffic. At the same time, actions to improve the situation were proposed, by including information and communication technologies: reduce the volume of paper documentation, the single window concept, ICT services in ports and door-to-door chains, etc .
Moreover, the project studied the door-to-door chain, aiming at improving the interoperability and integration, in order to offer more effective and sustainable multimodal transport solutions.
The project was articulated in five activities:
Activity 1. MOS4MOS Plan: It covered the strategic assessment of the selected Motorways of the Sea freight corridors.
Activity 2. Prototyping: It consisted in prototyping the innovative solutions identified in the first activity, adapting and/or integrating systems and technologies to solve the issues previously detected.
Activity 3. Piloting and demonstration: Tests on the prototypes developed in the previous activity. This activity identified the relevant factors that made the prototypes successful as well as the impact that the monitoring and operation services could have in improving the coordination of the administrative services, the various operators and the transport flows .
Activity 4. Communication and Training.
Activity 5. Management and Organisation.
The APB has been involved, along with various partners of the project, in developing different points of the Action.
Some examples are: The detection of the logistic elements in intermodal chains, the development of information systems (e-maritime, technological and organizational interface between all modes of transport), the identification of elements which add quality to intermodal services, legislation of the customs processes linked to the administration.
